"Offshore outsourcing"
is short for "Offshore Business Process Outsourcing", or "Cross-Border
Business Process Outsourcing".
This terminology combines two ideas:
to have part of the up-to-then internal business processes executed
outside of the company or organisation (business process outsourcing)
and to use resources from developing countries for such activities.
Offshore outsourcing,
therefore, is a management tool consisting of "dismembering"
part of the business processes of the company or organisation and
in having these processes, duly revised and adapted, executed by an
external organisation located in an emerging country.
The "business processes" referred to
are those carried out today by clerical personnel, not the manual
labour for example on the assembly line.
