The emerging countries supplying
offshore outsourcing have several traits in common:

young people with medium-advanced technical-scientific education
entering the labor market every year |

comparatively small industrial
base |
>> |
widespread use of English |
>> |
good IT and telecommunications
infrastructures. |

India is the country that
more than any other fulfils such characteristics (though the electrical
power and telecommunication infrastructures are still lacking) and,
in fact, this is the country that is developing offshore outsourcing
activities the most.
Besides India the most often quoted examples are:
for the US market, the Philippines, Russia, Mexico and several nearby
countries (Central America and the Caribbean), and for the European
market several countries of Central and Eastern Europe (for Italy
Romania is often quoted).
An African country, Ghana, is also emerging
-and it offers considerable cost advantages compared for instance
to India.
Also an OCSE country, Ireland,
is home to many activities of offshore outsourcing -which shows
that international outsourcing may prosper also in high-income countries.
