SOME LOSE, AND THE WAY FORWARD FOR THEM IS TRAINING |
The overall balance of globalisation is positive,
since it creates value. Within this balance, though, there are people
who lose: these are the men and women whose jobs have been "exported".
These people are located mostly in rich countries and belong mostly to
middle-low income classes.
Rich countries have tried several ways to protect these weaker members of
society. Of such ways the most disastrous is protectionism which leaves
everybody (except few well-connected individuals) poorer. The most promising
way is education and training which allows the emaginated individuals to
find again a role in the new work organisation.
Training is also instrumental in reducing income inequality within society
-a phenomenon ascribed to globalisation but in fact mostly due
to technological progress.
In rich countries the problems caused by globalisation are akin
to those presented by the industrial revolution of 1800-1900. The industrial
revolution caused enormous and
painful changeovers. Yet today nobody doubts that these were prices
worth paying: without them the rich countries would not enjoy their
present living standards.
